Yup; the worst outdraw in Holdem that (990-1).
However, if you're interested, the worst outdraw possible in poker is in five-card draw (one change) where suits count in the rankings, and someone has a royal flush in hearts. The only way to win is to discard all five and get a royal flush in spades.
An outdraw of 102 million to one.
